Workers will typically work at the furthest possible spot of the work area. You should have a tower every 3 sectors (2 sectors between each tower) + your initial base tower. Updating the Work Areas is crucial for efficient production, so be sure to open up the building menu and select 'Move Work Area' to order your Colonists toward new Berry Bushes, Metal Deposits and so on. The best way to do this is rushing the tech for sensor towers (physics tier 1) that removes maintenance from them, grab the RC rover and a transport with 10 electronics + 10 metals and go around the map building sensor towers. Lastly, like others have said scan aggressively until you have all the map scanned. Remember that even if these deposits are outside of your drone hub range you can still send out your transport rover and collect them manually (or set up a transport route if there are enough resources nearby for more than 1 trip). So you will have to rely on the surface deposits you find. Metal deposits won't help you this early in the game because they must be colonist operated, and they first need a dome to live in.
